我感觉应该选A吧，但是这只是从你给的原句推断，原句意思是再也没有什么比美国的餐馆小费更复杂的事情了，决定其他三项好像都不对，但是实际上美国给小费没什么复杂的，就是根据餐费提取15%给服务员，所以还是应该综合全文考虑
