The first visual impression brings into question familiar ideas we may have of Soviet and British politics. The common impression of a monolithic, totalitarian Soviet system is challenged by the appearance of heavy shading in columns other than that for the politburo and Central Committee of the Communist party. And despite the common impression of a rather equal distribution of functions among structures in Great Britain, there is considerable concentration of functions in the Cabinet and the bureaucracy.
