PICC Property and Casualty Company Limited ("PICC P&C") is a joint stock company with limited liability, which was incorporated on 7 July 2003 by The People's Insurance Company of China as its sole promoter. The People's Insurance Company of China was renewed and re-registered as PICC Holding Company. PICC Holding Company injected all of its commercial insurance operations, together with related assets, liability and subsidiaries into PICC P&C. Now, PICC P&C is a leading P&C insurance company in China providing a broad range of P&C insurance products for a wide variety of customers throughout China.

PICC P&C conforms to the market-oriented and customer-centered approach in its operations, and has established the following strengths relating to its operation and management.

Strong Brand Recognition: With more than 50 years of operating history, PICC P&C enjoys a prominent reputation in the domestic market and asserts certain level of influence in the international insurance market. It is the designated agent of Lloyd's of the United Kingdom, handling examinations and claims on behalf of which in the PRC. It is also selected as the corresponding agent about insurance claims by several major associations of steamship owners, demonstrating its good reputation in the international insurance market.

Leading Market Position: PICC P&C accounted for over 70% of market share in 2002, and was the leading insurer in terms of both concentrated insurance (such as major commercial exposure insurance and government procurement insurance ) and distributed insurance (such as motor vehicle insurance and household insurance).

Outstanding Products: By the end of 2002, PICC P&C had developed 848 products, including 408 stand-alone coverage and 440 add-on coverage; or 434 national insurance and 414 regional insurance. PICC P&C is the first P&C insurer introducing actuarial methods in product development, providing a wide range of high quality and scientifically priced products for the customers.

Advanced Know-how: The advanced know-how of the Company in underwriting, claims management and risk evaluation enables it to become the sole underwriter of aviation insurance and the lead underwriter of space insurance in the PRC. Reinsurance Business: The Company has established close relationship in reinsurance business with more than 100 insures and re-insurers worldwide, including an effective over catastrophe excess-of-loss reinsurance mechanism for disasters and the largest non-marine surplus treaty in Asia. This business network will ensure comprehensive reinsurance protections to different kinds of customers.

Extensive Network: The Company has set up an extensive nationwide network comprised of more than 4,000 local branch offices. This extensive sales and services network enables the provision of value-added services, such as nationwide "All round coverage and compensation" and "On-spot claim for out-of-town accidents".

Abundant Resources: By the end of 2002, the Company had a over 70% share of the domestic non-life insurance market, and had the largest business database of non-life insurance in the PRC.
