出差为什么还会固定出1小时的休息时间呢？

(and/or traveling) 有时需要出差，有时不需要出差。这固定1小时的休息时间是针对不需要出差而定的。

有两点吧，首先travel不能指代出差的。这个句子有两种可能的意思。第一，主人公是做类似推销和保险业务的，每天不一定坐办公室还是外出工作。第二，主人公可能在特定环境下是个生活极为规范的人，规定自己每天必须作8小时个工作或者旅行，增长见识和履历，并每天严格控制中间一个小时的休息。

This "and/or traveling" has nothing to do with your normal working hours (it means travel indeed)
