Grammatically speaking, every one is right? It sounds odd to me though since there aren't too many English cars, except Ashton Martin and Rolls Royce.

english作形容词时有英国的的意思。
所以楼上的回答正确。
应该是把Are these cars English改为Aren't these cars English
