“入世”与高等职教面临的机遇与挑战

加入WTO以后,将对我国社会生活和国民经济结构产生重大影响,我国的汽车、电信、纺织、服装、建筑、农业等行业的产品结构将出现重大调整与重组。在整个教育系统中,职业教育对经济的反映最敏感,而高等职业教育对于中国加入世贸组织的反映将最为剧烈、最为明显。“入世”后我国高职教育的走向,在很大程度上,也是世界高等技术与职业教育的发展趋势。

一、高职教育规模继续扩大

“入世”后,我国的高等职业学校数量和在校生人数将有大幅度的增长。电脑、电信、医疗等行业将有更多的就业机会,在这些行业中,知识型工人将取代传统产业工人成为占主导地位的工作群体。按照北京目前中关村的人才层次,硕士、博士占7%,本科生占20%,大专生占20%,中职毕业生占48%的比例推算,以“入世”可能增加的1 200万个就业机会为基数,“入世”后高职层次(含普通高校的高职技术学院)将可增加 240万人的就业机会。所以,现在的高职招生数远不能满足未来的社会需要。

三、高职体系中继续教育进一步发展

市场的竞争,企业的竞争,归根结底是人才的竞争。要生产出技术含量高的产品,要想迅速转化科技成果,提高员工素质是个先决条件。美国的企业在职工培训上投资十分巨大。据美国劳工部统计资料表明:20世纪90年代以来,美国企业直接用于职工教育的费用超过450亿美元,预计2000年前后五年间,还要投入更大的资金用于职工教育。我国入世后,企业必然也要斥资进行职工培训。因而,在职培训和岗前培训将会有大幅度增长,高职院校应发挥理论知识相对较高,实践能力较强的优势,在这个方面为民族工业的振兴做出应有的贡献。

根据我国与美国达成的协议,我国将不限制所有服务行业进入,从而非学历教育将面临与国外大企业的培训机构的竞争。要想占领企业职工培训这块教育市场,我国的高职院校必须在师资上具备较高的业务素质,教材上能反映世界最新技术和规则,有较完备的实训场地与设备。

四、高职教育将向高层次发展

重视职业教育,提高职业教育在教育中的地位,是当今世界教育改革的发展趋势。联合国教科文组织的“21世纪第一个十年技术和职业教育计划”建议:“实现?际鹾椭耙到逃?肫渌?骼嘟逃??涞南谓樱?岣逿VET在教育体系中的地位。”西方国家的职业教育已经发展到博士教育阶段,我国的台湾地区的第二国道(技术与职业教育)已经有研究生学位。“入世’后经济发展和产业结构的提升客观上要求提高高等职业教育的层次,而不可能仍停留在专科水平。笔者认为,我国的高职应包括专科、本科和研究生三个层次。今后我国应逐步完善普教与职教的双轨制,即初中—普高—大学—研究生院;初中—职高—高职—研发中心。实行职业教育的封顶,既不利于高职学生的深造和发展,也不利于培养高层次的技术应用人才。当前,我国的高职院校的报到率低,其中一个原因就是学生和家长不满足于终结型的高等职业教育。高职必须改变目前收费高、层次低的现状才能获得长足的发展。

五、课程内容更新速度加快

课程是为实现学校教育目标而选择的教育内容的总和。入世后,工业产品的生产标准、制造工艺、加工设备、生产手段、经销网络及管理等,与我国目前的情况相比,都会有很大的不同。这些必然要反映到课程内容和教材中去。如随着更多的国外企业的涌入,国内外企业都会遇到一些法律问题,高职的法律基础课程中,就需要增加国际法和经济法的内容。《21世纪第一个十年的技术和职业教育计划》认为,“迅速的全球化技术进步和不明确的经济前景,要求重新设计教学计划(课程),以使保证TVET能够充分满足所有社会成员就业和再就业的多种需求”。世界职业教育课程的变化,也必将在我国今后的职业教育课程内容的更新上有所反映。所以,“入世”后,高职的课程和教材将要作重大的调整与更新。

六、专业教师中外聘的比例将逐步扩大

据有关方面预测,入世以后教师将会走俏,但如何聘任会有所改变。为迅速反映新技术、新工艺,意大利大量从校外聘请专业人员进行教学,使学生学习到当今社会所需的最新知识。如皮鞋设计是聘请专业设计师上课,他们能将最新款式的设计思想教给学生,弥补了校内教师知识更新慢、实践操作能力低的不足。澳大利亚一般都从有一定工作年限的专业技术人员中招聘职业教育教师。实行教师外聘为主,一是为了提高教学质量,淘汰“南郭先生”;二是为了减轻学校负担,降低教学成本。据我院粗略统计,一名中级职称的专任教师,每周上8节课,连同工资和课时费,与外聘一位教师相比,学校每年要多支付三分之二的费用,这还不算各种奖金、福利等。更何况随着就业市场的变化,学校将不得不面临过时专业的调整和新专业的上马,而过时专业的师资安排同样是个问题。所以,无论从外部环境还是内部驱动,高职院校的专业教师中外聘教师的比例逐渐增大是大势所趋。

七、学生技能将趋向多样化
