economy即可是经济的意思，也可以表示“国家”，从经济的角度而言的国家，正如culture也可以指国家，但是那是从文化的角度来看问题时所说的。但是economy在这还是指经济、经济体制之类的。
上文翻译明显有误，因为后面有to which heavy industry has shifted，heavy industry不可能转向一个国家，而是转向了和石油相关的一些产业，比如化工。
所以上句应该翻译成：
另一方面，(因）进口石油（而形成）的新型经济体系因为重工业向其转向，对能源的需求更大，因此可能受到更加严重的影响。
