这是掉尾句还是松散句呢?书上说是掉尾句,但是它的中心思想好象在开头,我觉得“in the next issue of the newspaper”在句中只是一个介词引导的宾补（修饰语），为什么它会是掉尾句，不是松散句呢？

这确实是句松散句,但是怎么改为掉尾句呢?答案只是把over the years 移到最后面了,这是什么意思呢?不是说应该把修饰语尽量放在前面的吗?
