which is compiled by the Brueau of Legislative Affairs of the State
Council of the People's Republic of China, and is published by the China Legal System Publishing House.
In case of discrepancy, the original version in Chinese shall prevail.

以某个版本为准的为准，一般翻译为...shall prevail。

严格来说 以...为准没有1对1的翻译的, 意译为好.因为中文的这个说法用在不同地方意思有所不同
