I think thoose D. Because ‘and ’要前后一致

我的初三英语指导书中写道“如果两个或两个以上的不定式并列使用，后面的不定式往往省略to ”
had no choice but 后加不定式，我觉得lay down和give in构成并列关系，所以省略to
肯定是C
首先lay down one's arms 放下某人的武器，是固定词组
其次but to do sth,but是介词后面可接非谓语动词
例如：We had no choice but to wait.我们除了等待之外别无选择。
我觉得应该是C
如果lay down和give in都与had并列的话，那应该用过去时，但选项里没有。所以只有lay down和give in并列，整体句型就应该是have no choice to do sth.
