摘要
市场机制调节不能自动地保证实现社会的基本制度目标，无法自发地适应社会在不同时期协调各阶级、阶层利益分配格局的不同需要，因此，市场经济尤其是社会主义市场经济，客观上要求政府宏观管控的指导性作用。本文主要采用文献检索法，获取对本课题所需要的信息，理论联系实际，系统研究了政府介入经济的重要性及如何有效的介入。本文从市场经济着手，首先分析市场失灵的成因与表现形式，其次研究市场失灵为政府介入经济提供了必要性，最后重点分析了政府弥补市场失灵的措施、政府失灵以及如何提高政府经济管理效能的对策。本文研究得出结论是市场与政府都不是万能，要有效处理政府与市场之间关系，建立一个既能弥补市场失灵，又能避免政府失灵的高效率的政府。
