Participation is the most important essential in CBEM. It can provide the state a stage to educate the public and incorporate public values and preferences into decision-making (Beierle, 1998). Through participation, local communities also can ask for “co-management”, or appropriate sharing of responsibilities for environmental decision-making between the state (including national and local governments) and civil organizations (Leach et al. 1999). The purpose of CBEM is to encourage local communities to care for their public interests. They can apply their skills and knowledge to the care of natural resources and the environment with varying degrees of outside support (Leach et al. 1999). Eventually, through learning and consensus building, they can be empowered and become more capable of managing their own environmental issues. Kapoor (2001) sums up the benefits of the community-based approach including (1) expanding the decision-making information base by incorporating local knowledge, experience and creativity from diverse stakeholders, (2) clarifying and stabilizing communications and power relationships between stakeholders, and (3) encouraging local ownership, commitment and accountability.
