楼主要问的准定是两个词都做副词时的区别。
close 也是可以做副词的。我记得高中时老师讲的是：
close 用来修饰那些抽象的动词，如watch close。看是一个抽象的动作。
closele用来修饰那些比较具体的动作，walk closely to 走是比较具体的动作。
我记得不是很清楚了，但一定是与抽象动词和具体动词有关。你可以再查阅一下有关资料。

在作为副词上：
*close是指位置上的接近，如下：

他们住在靠近博物馆的地方。
2.紧密地,紧紧地

*而closely是引申义上的接近，相似，亲密等，只有副词意思，如下：
