In the 21 century , economy globalization , management internationalization ,and the information networking have become the main character of this age. Enterpriser should be of predictability and to be aware about this factor: the accelerating development of the globalization will promote the international cooperation and accelerate the economy and social development. But meanwhile the negative effects are also becoming obvious. As the problem of widening poverty gap , increasing unemployment and the deterioration of environment are becoming serious day by day. Social responsibility has aroused international attraction. Some development countries began to develop resource regeneration industry under the pressure of resource shortage and environment. They are changing the old production pattern of “ resource –product – waste—pollution” which is high resource cost, low using rate and high pollution in to the new production pattern “resource –product—regenerative resource – product” which is low resource cost ,high using rate and low recycle rate. The not only increase the resource using rate, lighten the pressure of environmental pollution but also bring along the development of green industry .
