题目:suppose that a developing country is considering ways of providing continuting education for its rural population. The group itis concerned with is small-scale farmer , who have had basic primary education and who are to be very important in a national drive to increase food production. You have been asked to be an Education Adviser to the Ministry of Education. Write a brief report to the Ministry of Education, recommending which educational channels should be used and why.
1.mobilization
The first step is to make the small-scale farmers know the importance of knowledge. To acheive that, we can distribute many books of science and agriculture and also carry out some educating activities.
2.training class
The second step is to teach them knowledge. We can choose some primary schools near to their houses as their temporary training classes. and periodically give them free lessons.
3.test and preferential policies.
The third step is to give tests and issue certificates to those who do well in their study.
To encourage this programme, the govenment should make some preferantial policies accordingly
