Because a language learner must learn how to speak it. If one can get very high marks on written test but he or she cannot speak, it is a failure on education...

我的意见是，提出问题之后，从语言的功能谈起。语言的功能是交流，最常见的交流方式是口语，而不是文字。所以口语交流能力远比书面交流能力更重要。学习任何语言都是这样。因此，如果考试是必要的，那么口语考试就一定也是必要的。

I think Yes, because only paper work can not determine how good you are, an appropriate degree of face to face communication is essential.

The question on the paper can tell others how good is your grammar or other basic knowledge, but the spoken English is very different from written English.

The way of your writting can not be used entirely when speaking to an english speaker.

Therefore a test of spoken english can help others to judge your communication skills right from your mouth which can not be revealed from ordinary paper tests.
