我感觉是break down在程度上更厉害些。

break down 有如下的意思

身体精神方面垮或衰竭；
分析，分类，分成细目；
break up有如下意思
把……打成碎片
把……分成较小的部分
制止，阻止打架或游行示威等等
婚姻破裂，组织解体
趋散人群
学校放假
使……大笑，发笑

break down

1．destroy；reduce sth．to pieces 毁掉；打破

The police broke the door down．警察破门而入。

2．crush；defeat镇压；制服

They broke down all opposition．他们压倒了所有的对手。

3．stop functioning（generally of motors and similar mechanical objects）坏了；出毛病（尤指发动机、机器等）
