This paper analysed the imbalanced phenonmenon during the process of Culturally Harmonious construction of the society on the basis of elaborating the features of harmonious society. It also probed into the active effect that the libraries have on the construction of harmonious society, and put forward the idea about what role does the library play in the new construction times.
The harmony in the community on the basis of the characteristics of a harmonious society "Cultural Harmony" building process imbalances analysed. And libraries in the course of a harmonious society for the positive role played by in-depth discussion of ideas put forward in the new library construction period should be the role of ideas and methods.
