Retaliatory Antidumping to Deter Further Use of Antidumping Filings
Abstract:Over the past decades countries have increasingly turned to antidumping (AD) in order to offer protection to import-competing industries. This paper shows that a second purpose of AD for exporting firms is to deter further use of AD. Retaliatory AD is a strategic action to punish trading partner who have used AD. We first build a dumping model in which two monopolistic firms compete with each other respectively in two dividing markets, and develop it into a one-period AD game model by use of AD filing cost and AD duty probability. We last extend the AD model into an infinitely repeated game and come to the conclusion that retaliatory AD can strategically deter further use of AD filing and lead to a cooperative outcome. The government should offer legislation to help exporting firms to protect foreign markets by strategic use of retaliatory AD.
