In addition, the conclusion is based on a gratuities assumption that the good healths of the older people are attributable to their habits of raising a pet. It is entirely possible that the older people who have a good health tend to raise a pet, in another words, those who without a good health find trouble in taking care of themselves, let alone a pet. Accordingly, those who have high blood pressure or arthritis are likely to having difficulty in fulfilling the basic requirement of raising a pet, that is, to get the pet a walk each day and to feed them on a regular basis. Without ruling out such alternative explanation, the author cannot defend the conclusion that give each older people a small pet will promote the health of Glenntown's citizens.

All in all, the assertion of the author is not compelling and the evidences such conclusion based are unwarranted. To make the argument more persuasive, the author should solid and all-rounded study to prove his contention. To better assess this argument, I need the fact that if giving pets to senior citizens will good for their health and reduce the medical expend.
